This don’t look right

Roof is slightly wavy and floor above has a noticeable depression

Im a civil student taking geotechnics and from that class I learn “settlement bad” but from working with my parents on their old homes “settlement happens”.

What’s the right and wrong answer. Or when does settlement become an issue?
