The blondie is Ming Fei Yue, but I just call her Yue (Cathy calls her Fay though). The pathetic bottom is Cathnel Archson, or Cathy. The story takes place in a different universe. Certain people are blessed with a Skill. People who are able to use Skills are called the Specials. Every 1 in a million babies is born a Special. Specials can only use these skills with Mana. Cathy over here has very high mana, which is rare for Specials, so the story begins with Yue trying to get her hands on the said Mana. Yue has very low Mana btw. They both are from enemy organisations. Cathy is from a group called Schwann, which is against the government. Yue, on the otherhand is a spy appointed by the government's(also known as Valenein) executive department One thing to note is that Valanein started out as a trade company when it first started but in the current timeline, has political power over two continents.
