MAX LEVEL CAP

Hello everyone i started yesterday to this game and i have been playing ESO for too long i bored and start playing wow but i didnt sub yet. I asked myself how much is the level cap and i got different answers some say 80 with latest dlc so you should buy otherwise you will be stuck with 60, some say you will be 70 but you have to buy dlc to have 80 level cap. Can you enlighten me a bit pls isnt that pay to win ? i mean i will be stuck with 70 but others will be 80 and it will be gap between us ?
