Implications of Wicked and the Cowardly Lion

So, if The Wizard is making it so animals cannot talk, then how can The Cowardly Lion talk in The Wizard of Oz? I assume the original story takes place many years after Wicked - so did the effects of the animals wear off?

Also, I know very little beyond the movies (not even that wierd 80's Oz movie). I was surprised there would even be a part 2. Also, where does the Lollipop Guild factor into this?
