All U.S. gangs try to invade Uruguay. Can they pull it off?

Every U.S. gang (street gangs, biker gangs, mafias) bands together to invade Uruguay, using smuggling routes, private boats, and planes. No U.S. government support, just their existing resources.

Uruguay (3.5M people) defends with 22,000 military personnel and 33,000 police. The goal for the gangs is to take control and hold power for 1 year.

Gangs win if they successfully invade and rule Uruguay for a year.
