mom stole my money & wont give it back

ive been saving up money (cash) for years now and right before i went to college i went to check my hiding spot to collect it. it was gone. i found out this month when i came home that my mom went and stole it. when i asked her abt it at the beginning of semester she straight up lied and said she didnt know where it was. i needed that money to invest in my future and now its gone. i saved up for college and she wont even give me money when i am at college. she told me she uses it to pay insurance on a car that i dont even drive anymore. been sobbing for an hour and idk what to do now. it was thousands that i was looking to invest and use on things i need and now its GONE. she wont give it back UGHHH

ps: she also pays for my college but shes never once asked me to pay for it myself or said its a loan. my parents want to pay for it.

edit: for everyone saying "why didnt u put it in a bank" i have extremely strict parents who want to monitor and control my every step especially when it comes to finance. i was also in high school when i was gathering this money so i had no financial literacy at all.
