why is France so underpopulated?

I bought the game not long ago and even before playing I noticed that England is very overpopulated and frpance underpopulated. Historically france was the most populated country in Europe until the 20th century. In 1836 France had around 34 million people while UK had around 27 million. I wanted to know if it was a bug or a feature and if so, why?
