Thermal Throttling

I have been facing thermal throttling on my laptop for almost a year now and I have ran out of ways of fixing it, I reapplied thermal paste its literally less than a year old. I undervolted before but I cant undervolt anymore because there is now a lock on undervolting, I dusted off every bit of my laptop and I cant think of any way of fixing thermal throttling anymore all my games have frame drops every 5 seconds heck even video editors are lagging. does anyone have ANY TIPS on how to fix thermal throttling or maybe even unlocking undervolting
