Intense Frame Drops

So I've been facing this issue for like id say 3-4 months as of right now where every single game and when I mean every single game I mean every single game (among us, osu) gets intense frame drops that last up to 2 minutes, I go from around 200 fps all the way down to 5-7 fps for 2 minutes then back to normal, at first I didn't mind it but now its just starting to get extremely annoying and nothing is playable

i tried almost everything, i went through a windows optimization guide, lowered all my game settings down to the lowest possible, set ultimate performance, checked and made sure that my gnu is being used not integrated graphics and still those frame drops get me

its funny because sometimes I even get frame drops on my web browser that's how fucked up it is

this started when I reset my computer from windows 11 insider preview to windows 10 then I upgraded back to windows 11 stable build

here is some possibly useful information:

Windows 11 21H2

I7-8750H

GTX 1060 (MaxQ)

16 GB RAM

(Windows On SSD, Games On HDD)

All Windows Settings Are Set To Performance Fully Optimized Windows 11
