Demerit Points and the Elderly with Special Needs

My friend just received a licence suspension because her mother who is elderly and has a brain injury has started pulling her seatbelt down past her shoulder.

She got 2 in July, one in May and one in Oct for a total of 12 points all for passenger having improperly adjusted seatbelt for 12 points. With a 1 point for below 10km speed in 2022 that's a suspension.

She has put her mother in the back-seat now but she still pushes it down because she says it causes her pain.

Do you think NSW has gone too far here? And if not how do we deal with people with special needs and seatbelts or other behaviours that these cameras are going to be catching? It's not practical to be checking your passengers every 10 seconds in traffic.
