This is a bad design competitively. Its type is terrible, and even if it has that much attack, its too slow. A simple Iron Head or Bullet Punch would be able to OHKO it. It doesn't matter if it has utility options. It will probably stay in PU, or heavily rely on Tera to survive. I tried to make it interesting thematically, but its just too bad for the comp scene. You'd have to have box legendary stats to stay in OU if you were Ice/Rock.
