Rival 3 Wireless won't connect no matter what I've tried

Hello! I was recently given a Rival 3 Wireless and had been using it for a little bit. In a fit of mental vacancy I disconnected and deleted the device from my system's Bluetooth device list while trying to do something else. No problem, I thought, I'll just reconnect it.

However, the device stopped showing up in the available device's list when I tried to reconnect it. I restarted my computer a handful of times, shut off the mouse again and again, kept the dongle in and took the dongle out, tried 2.4 G, left it alone for a few days to see if it would fix itself. I've held down that CPI button while turning it on a ridiculous amount of times.

On my computer, in Settings>Bluetooth & devices>Devices, it tells me that my input device is the Steelseries Rival 3 Wireless (though it displays the icon for a keyboard?) and that it is active, but that is evidently not the case.

I downloaded GG and went through the engine to connect the mouse, but it tells me that the mouse's Bluetooth mode is off and that the mouse must be reconnected. I click that little gear icon and pair device and it tells me Status: Connected, though no matter how long I hold the CPI button the wheel never turns white. When I click 'Start Pairing' it always fails.

I uninstalled whatever VPN I had active, I've changed the batteries, I've plugged the dongle into every available USB port. The mouse has not been dropped, slammed, soaked, or otherwise injured. I've run out of ideas and things to try. All the mouse does is flash the blue wheel light. That's all I can get it to do. I'll try absolutely any suggestions you may have, because I am down my only mouse :'). Thank you!!
