Where do you put on sleep sack?

We just moved baby into her own room and I’m trying to get a solid bedtime routine down. This seems silly, but logistically where do you put on a sleep sack? I used to do everything on my bed but in her nursery we don’t have a surface besides the floor or her crib. Do I slide it under her on the changing table?
