You have the ability to change shirts at will.

Plates of armor, bullet proof vests, none of these are "shirts". The shirt can be any shirt as long as it is a shirt and not something not considered a shirt. Only works for shirts.

It's change shirt so you have to be wearing a shirt for the power to work. It's not infinite shirts.
