Create smooth scrolling without messing up animations that rely on scroll position

Hey! I'm trying to create a smooth scrollbar for a landing page. I've tried some methods but they all change the scrollbar completely, so my animations that rely on scrolling elements into view will not work anymore. Is there a way to get around this?
