Is this official?

I've been looking for a pokemon quest pikachu plushie for awhile and came across this! I'm unsure if its official or not because trying to find information online just leads to bootleg or the pokemon center one- I'm unsure what brand he is either :(

He's a little pricy for me so I want to make sure he's legit before getting him! Thank you :D
