Urshifu missing surging strikes in 4.1

I am playing a randomised run of 4.1 and caught a kabfu which I later evolved with the water stone and it's for some reason missing surging strikes in move relearn,it has all the rest of the moves it was supposed to have but is missing the main move. It is a bug or has there been any update??

Can someone help....
