Jet Ski Mauritius Yesterday - How is that possible

I know Jet Ski are forbidden.

However yesterday a friend and I went fishing offshore. Coming back to Baie Du Tombeau aroud 16, there was a guy on his JetSki inside the lagon, driving like an idiot. And it wasn't some 20 year old Jet, looked pretty recent.

He was definitely a local.

Now it raise 2 question?
How is that possible?
How did it even get imported?

Either a drug dealer or a high placed guy, but super weird, hope he get caught!
