The real reason why the Illusive man modified his soldiers?

I’m doing by hundredth playthrough and just realized why the Illusive Man made his soldiers this way. I always thought the reason why the illusive man added reaper tech to his soldiers was to make them super soldiers and to control them, but I now realize why he did this. I’ve always wondered why the reapers never attacked Cerberus until Sanctuary and this is why. The Illusive man modified his soldiers to keep them in invisible from the reapers! What do you think ?
