High FPS and good ping, but game rubberbands like crazy

I don't understand if my system is the problem or the game. Very rarely have I seen actual ping issues from the network meter. Network diagnostics show good connection with 0 packet loss.

In-game, it's choppy to the point where it makes my lunges miss plenty of times and makes it unbearable to watch, let alone play. Even when the game is noticeably choppy, the network meter is still green with normal ping and 0 in or out packet loss.

Settings have been tweaked, but nothing helps. No other game has caused me such a headache.
