How did Channel X become the default radio station at the Agency? I hate that station.

I get it, the Agency was on WCC for a long ass time and it's not everyone's cup of tea, but to change it to Channel X is a change for the worse. I just want to permanently turn it off. I know that I can't but I hope the dev's see this and come up with a better solution than changing it to a god awful radio station.
