Out of State Pell Grant?

So, a quick google search tells me that the Pell Grant can be applied to any school in the US no matter where you live. However, my friend just met with his advisor and they told him you can only use it in the state you live in. The advisors at my school aren't the best, but I would assume they'd know something like that. Does anyone have experience with using the Pell Grant in out of state schools? I'm planning on attending one next year and if it's true that the Pell Grant doesn't cover it, I definitely need to replan some things.
