Negative numbers don't show up in brackets even though the format in control panel is set as brackets

I've changed the setting under region for number formats to brackets for negative numbers, but each time I put a negative number in excel, it shows up with a negative sign instead of a bracket (I've already restarted my computer). Are there any other solutions besides choosing a custom number format?
