What’s going on with my dogs paws??

It’s only in the small pad of his foot but I can basically separate it like hair, I’ve been using Vaseline and vitamin E to try and add moisture to his paw hoping that will help him. Unfortunately it. doesn’t seem to help other than softening it, if anyone has advice that would be amazing!! I’ve contacted our vet but she’s on vacation right now(he’s aggressive at the vet and only likes her)
