Help with Penetrating Shot Rogue Leveling Guide

I see skills up to level 11 show Fundamental Puncture (Arrow) as the base skill, but then moving the slider to level 25 it shows Primary Blade Shift (blades). What happened to my base Arrow skill? Will I need to focus on having both weapons? Do I need to respec at level 12?
