IS PRIME A ONE TIME PAYMENT THING?

It might be a silly question but as I am a non-prime player and had decided to purchase prime. So with the arrival of season 2 of cs2 prime I just wanted to ask some questions.

1 - If i purhase prime today then do i need to purchase it again in season 2 of prime, or it is a one time payment thing.

2 - is this a good time to purchase prime as season 2 will start the next time?

3 - Is it worth it? And how it's perk system works?

Currently I have 130 hours in the game (rookie number ok) , that's why I am asking these questions
