Why is my cat doing this?

Hello, my cat has done something strange several times and I'm wondering what it means. He grabs my sleeve, arm, or other part of his body with his teeth and pulls me like a dog, and when I wanted to pet him, he didn't let go and just meowed. Previous cats have never done this, so I'm wondering if anyone knows who is trying? Thanks in advance
