Canon Powershot SD790 IS

hi everyone! seeking some guidance on this Canon Powershot SD790 IS. got it at an antique sale today for $5, figured i’d give it a shot at figuring out what’s wrong with it. the thing around the lens is protruding a bit as seen in the first photo, and i can easily stick a finger under it and see the lens and the cover. it says “lens error, restart camera”. no idea how to restart it, and the only button that seems to work is the power button. the ISO button flashes green once turned on, and immediately shuts off after the error message.

anyone have a similar issue or know how to fix it? im okay with messing with it, i just lack the proper screwdriver at the moment LOL. the lens itself looks great from what i can see. would love to fix it up and use it at a festival im going to next weekend! thanks everyone (:
