2 questions about transporting a body across state lines

I have 2 questions:

  1. Does $29,000 sounds like a plausible price for transporting a body from San Francisco, CA to Springfield, MO? (My uncle, who has a history of scamming my grandmother out of tens of thousands of dollars, is claiming that this is what he paid to have my aunt's body transferred and is demanding the he be "reimbursed" by my grandmother.)

  1. Would it have been legal to transport an unembalmed body from California to Missouri? (My uncle claims my aunt's body was not embalmed.)

EDITED TO ADD: Thank you to everyone who answered. It was my unmarried aunt (i.e., my grandmother's daughter) who died in a nursing home from a slow-growing brain tumor that caused her to be blind for the last year of her life.

We think she must have signed something (and didn't know what it was) that gave him the right to arrange her funeral because she said she wanted to be buried in California. (She was from St Louis and had lived in various cities in California but had never been to Springfield, MO in her life. Her only connection to that place is my uncle lives there. My grandmother and I both live in St Louis.)

If my grandmother gets tempted (via family pressure) to pay, I'm going to show her these responses.
