E-bikes illegally parked in my garage: TargetPark says hands are tied.

I park my car with monthly parking (costs me about $135/month) for a non-reserved spot in a shared parking garage between a FreshCo and three or so high rise apartment buildings. We have a separate parking room dedicated to bikes and e-bikes with fob entrance and camera security (and it’s free).

There are now two motorcycle-style e-bikes parking and taking up entire prime spots by the entrance to my building, and often even plugging in and taking electricity from an outlet. I asked the parking attendant for the garage if they paid and he said he actually knew about it but he couldn’t get Toronto Parking Enforcement to give them a ticket/tow because they’re not an actual motor vehicle.

What can I do? Is the Target Park attendant right or can you get these guys moved? Should I just accept it? I wouldn’t care if they were paying, but now that I know they aren’t I’m pissed I have to pay 1620+ a year and they get to take up a spot. There are a lot of break ins in the building and I try to take one of these prime spots when I can since they’re by the entrance/cameras…
