CyberCents Ships and Trade to Steel

I am currently at 108 on the campaign and have not spend ANY of the CyberCents. Yet only have 10k. How do you even get the Vendetta Rossa and the Raider 2090?

Also if I keep all my Cybercents what's the ratio to Steel?
