Chat bans shouldn't keep your friends from hearing us.

I haven't been chat banned yet but SO MANY of my friends are getting chat banned all the time. They've even been banned WHILE IN MY PARTY completely silent. Clearly the system is being exploited.

But ignoring the exploitation, I don't understand why the chat bans keep them from talking to their friends. Like...I get muting them for the randos but I wouldn't have them on my friends list if they were capable of pissing me off.
