Is this real for 75% off plat?

How I play Warframe is: play for a period (3 - 6 month) , rest for new content to drop (for few months), repeat this cycle.

And in all these cycles, i "always" get a -75% coupon in first week of returning, and will never get another one afterwards until next cycle.

Is this realy like someone suggested to me: "you get better chances of getting coupon been away from the game for a while"? Because to me it sure feel like it.
