Which bender is easiest to imprison without giving you too much trouble?

If you are a prison master and you are tasked with guarding a criminal which bender you'd prefer?

If I was to give an answer I'm basing largely on the red lotus

Firebenders need to be kept in extreme cold

Water benders in extreme dry conditions but still challenging as they themselves need water to survive and blood bending exists.

Earth bender might be kept in a wooden cage. In lok we see a prison in deep ocean to prevent any land nearby.

For air benders it seems good set of shackles are adequate. While they can blow air it still not possible for them to escape. For a good measure they can be muzzled.

So in conclusion water benders seem most difficult as water should be not allowed around them closely followed by firebenders who basically make their element.
