Boross Baratheon > Criston Cole

I think Bross is the better fighter id say he had arguably the best feat in the dance killing 12 knights being injured and then almost Killing Tully.

The man exhausted and injured was still a beast ripping through knights. He may not have been able to read but boy could he fight.

Cole is definitely the better strategist and has beaten Daemon and Harwin but otherwise I'd say he's given as great a feat as Boross has
