Or do they only want proven licensed Medical Cannabis suppliers, in this University Cannabis Trial? Or Both. Adds a new meaning to their 2023 "Made In Germany" law.

The city of Halle (Saale) could take on a pioneering role in the course of the new cannabis law. This is what the Left Party, SPD, FDP/Free Voters and MitBürger/Volt propose in a joint city council motion. The city administration is to be instructed to submit an application from the city as a model region for the controlled distribution of cannabis. The aim is to position Halle as a pioneer within the framework of the new cannabis law and to actively use the opportunities offered by this law. With the implementation of the second pillar of the law, which provides for a scientifically accompanied, commercial distribution of cannabis, Halle could not only provide important insights for future drug policy, but also realize numerous local advantages.
"Cannabis has long been part of our society. With the controlled distribution, we are creating secure framework conditions that strengthen both health and youth protection and effectively combat the black market. Cities such as Munich, Hanover and Wiesbaden are already leading the way. Halle should also take advantage of this opportunity and apply as a model region," explains Patricia Fromme.
According to the applicants, participation in such a model project would open up the possibility of protecting consumers through quality controls, generating tax revenues and creating new jobs. At the same time, targeted measures could push back the black market in Halle – especially at well-known crime hotspots such as Riebeckplatz. Controlled distribution in pharmacies or licensed specialist shops would also ensure that sales are only made to adults, which would make an important contribution to the protection of minors.
The motion also suggests that the scientific monitoring of the model project could be provided by the Martin Luther University, the municipal addiction prevention center and other relevant actors. The aim is to collect data on the effects of regulated dispensing on health, youth protection and the displacement of the black market. These findings could not only form the basis for possible future legislative changes at the federal level, but also provide new approaches for health-oriented and social drug policy.
In addition to the health and social benefits, participation in such a model project could also strengthen the regional economy, for example through cooperation with the cannabis producer Aurora Cannabis in Leuna.
