Is the Horned Serpent really THAT evil?

There was already a question below about whether he is the main villain, but I decided to make a separate post to ask my question.

Maybe I'm missing something, but I get the impression that aside from eating people under the Statue of Liberty, he's actually pretty passive and doesn't take any action. I mean, yes, the Metastructure has caused a lot of tragedies, but that seems more like side effects of his nature. How much of his own will is involved in this? Does he really want shit to happen? Correct me if I'm wrong, but even ALCATRAZOPOCALYPSE happened due to the actions of Angel and Freedom. And he was just... Chilling inside the planet?

I really feel like I missed something, because everyone here is talking about the Serpent as the embodiment of evil. Although he seemed to me more like a transcendental, unknowable creature, a monstrous force of nature, which may not be friendly to people, may periodically eat them, but not that it is directly aimed at exterminating them. And most of the problems stem from humans interacting with it, intentionally or accidentally. Mostly from the US government's attempts to use it.
