Why does horizon 5 play so terribly?

This is playing it on Game Pass cloud streaming I have tried both steam mode and desktop mode, but it is so horrible and pixelated. I have tried on both of the graphic presets that are in the game menu with not much of a change. All other games on game pass play and do great so I’m not sure why this is and would love any insight.
