Low FPS problem anyone know any methods?

i dont know what's the problem i even updated my drivers but stalcraft been running at like 30 to 25 fps maybe 40 at times compared to my 100-200 from before.

what do you guys do to keep the fps stable? i even lowered the graphics and all but still nothing...overall just stuttering here n there
