Am I not getting enough fermentation?

100 g starter, 250 g water, 500 all purpose flour and 10 g salt.
Bulf fermanted for 12 hr in fridge and then 12 hr on room temperature.
Baked for 40 minutes on 485F closed lid and 15 minutes open lid at 420F.
As question says. This is my 3rd try and still not getting enough bubbles and spring! Am I doing something wrong?
