[Miscellaneous] Itchy legs, no rash. Help!

I developed itchy legs about three years ago. There has never been a rash, no sign of eczema. I do have rashes elsewhere like near my armpits and chest which can be treated and tend to go away. The legs haven’t stopped itching. Some weeks are better, some are horrible.

What I’ve tried -dermatology, doctor, obgyn visits -allergy testing (not much of a result with this one) -gotten off of birth control (no results) -elimination diet (harder to do) -allergy pills and natural histamine reducers (this helps but doesn’t get rid of it) -itch relief lotions and creams, natural and steroid/colloidal based. (Works for two weeks kinda, but then stops)
