What to do about a business with a loud alarm

I moved into my current house Sept 2022 and have been dealing with this since then.

Alarm goes off all night long and during the day on weekends yelling “YOU ARE TRESPASSING. PLEASE LEAVE THE AREA. THIS AREA IS UNDER VIDEO SURVEILLANCE AND YOU HAVE BEEN RECORDED”

The alarm goes off based on a motion sensor I believe and it’s too sensitive. There are no trespassers to the business when this happens.

I called and spoke to the owner and he refused to do anything about it. He just sort of scoffed at me and said he wants me to call the police when I hear the alarm. That would mean calling the police nearly every night for no reason other than his peace of mind.

I submitted a 311 complaint but I doubt that will go anywhere. Any other ideas for dealing with a noisy neighbor?
