Can Pixel Watch 3 be used with a Samsung Galaxy Phone?

I am looking into buying a Pixel watch 3 but I own a Samsung Galaxy s23 Ultra phone. Would I have access to all the features of the watch? I am not going to be upgrading my phone for at least another couple of years so buying a Pixel phone is not an option for me. I will one day be a Pixel Phone owner but not at this moment.
