Base Luffy VS Gaban, Who Wins?

Obviously Gaban started VISIBLY gearing up towards the end but Luffy wasn’t even serious and needed Zoro to tell to him dodge, we didn’t even see Luffy throw a punch.

Luffy’s Wano feats put him comfortably in YC+ and he’s only logically gotten stronger. Gaban may even be weaker than Ray who’s also in YC+ tier.
