Where does Dillion Gabriel rank among this upcoming draft class in terms of QBs?

I see almost nobody mentioning him as a top QB prospect and I don't know why. He's won everywhere he went, might win a national title this year, has good stats, seems like a natural leader, etc. Obviously Oregon's offense is stacked with likely NFL guys, but he still seems very underrated to me.
