Why where Trey Lance and Carson Wentz drafted so high?

Their stats are not very impressive depsite playing in the FCS (At least in terms of offensive output) and they were not high prospects coming out of high school, Trey Lance only played 1 full season, so what were their upsides that they both got taken in the top 3 picks of their drafts? I know stats are not everything but if someone plays at a lower level I think you'd expect them to dominate if they were going to be drafted as a top 3 pick. Especially when there are so many great FBS QBs who put up great numbers but fall to lower rounds or go undrafted
