Recruiting 3 ⭐️s and below

TLDR; Are there any “gems” in the 3 ⭐️ category and below? And am I missing something when it comes to upgrading/developing 4/5⭐️ non-gem players that are only peaking 86OVR.

I’ve been playing for a while, doing usually bigger schools in dynasty. I’ve always went quality over quantity. Obviously my K/P/FB recruits have usually been 3 ⭐️s, but is there any upside/gem players that come as 3 ⭐️ players?

Also, separately from recruiting, I’m looking for tips on actually upgrading players to improve their OVR. I know where the menu is to upgrade players individual stats, but I never have enough tokens or whatever they’re called. Is there a trick to getting those tokens to upgrade? I recall recruiting 5/4⭐️ w/o green gems that would come in at 75-78 OVR depending on position, and then especially at WR, would never develop above 84-86. Is that just a natural part of the game to try and keep things evened out among teams and really put an emphasis on scouting and finding those players with green gems, or am I doing something wrong?
