Citizenship question

This is about my MIL. The facts:

• Her mother is Filipina, father is Chinese. Born in 1950
• Born in Philippines. Her birth certificate says she's Chinese
• Never left the country
• Married to a Filipino
• All her life she thought she's a Filipino.
• Has all documents - sss, tin, senior citizenship etc.

Can she get a Philippine passport? Thank you.
