Level 3 survey results...

Hello, FTB here again seeking advice from those more clued up than me. I've received my level 3 survey report and it's highlighted some seemingly worrying issues. Wondering if this would be enough to put people off proceeding with the purchase? For context the property is a 1900s terraced house. Below are some extracts from the report:

'The standard of internal presentation is decent. Unfortunately, there are various anomalies and discrepancies, in particular the completely defective and inadequate rainwater goods. There is evidence of moderate rising damp. The plumbing requires testing.'

'The rainwater goods are completely deficient. There was significant evidence of prolific and extensive leakage by way of the gutters and the downpipes.'

Elevated damp meter readings were recorded on the ground floor (showing as 90% on the device!)

The surveyor also included a valuation of the property which is 10k lower than the purchase price/original guide price...
