Green Bay or Knoxville?

My husband and I have airline credits we have to use by February (we have to travel by February) and the only two viable options for locations to visit are Green Bay, WI or Knoxville, TN (or we could go to Peoria, IL or Allentown, PA lol but we aren’t too interested in those….)

SO, in your opinion - which would be more fun for a long weekend? A little background on us: Early 30’s, no kids. We are somewhat outdoorsy, ok with leisurely hikes, and we enjoy the normal cultural attractions: museums, historic buildings, etc. Food is a number one attraction for us when traveling. Not big drinkers. And we love to relax and casually bop around a fun city. Also, we will likely rent a car for either city.

Thoughts?!
